I suggest enlarging the original image before applying the Filter->Artistic->Poster Edges because the edges it adds can add too much black to a small image - it's meant for photos, not tiny portraits, after all. In Pillars of Eternity : Deadfire, there are two separate PNG files for any given portrait, implementing the different image sizes used by the game.
